coordinate non-clinical humanitarian response operations, with a focus on:

Rapid needs assessment and prioritisation,

Relief logistics and supply chain in emergencies,

Non-clinical camp/settlement coordination and site management (awareness level), and

Coordination with authorities, NGOs, UN agencies, community leaders and affected populations.

Informed by recognised humanitarian principles, accountability and protection considerations
(awareness level), the programme emphasises practical tools, field-oriented decision-making and
multi-agency coordination, while remaining non-clinical, non-political and non-military.

This programme does not provide medical or clinical training, nor does it confer legal authority or
mandate in humanitarian operations. It builds practical, awareness-level competence for
professionals supporting humanitarian and emergency relief efforts.

  • What makes a situation a humanitarian emergency (awareness).
  • Core humanitarian principles (e.g., humanity, impartiality, neutrality, independence – awareness level).
  • Overview of non-clinical sectors: shelter, WASH (water, sanitation and hygiene) at awareness level, food security, protection (awareness), education in emergencies, early recovery (awareness).
  • Accountability to affected people (AAP) and “do no harm” (awareness).
  • Purpose and scope of initial and rapid needs assessments (non-clinical).
  • Basic tools: key informant interviews, observation, simple surveys, community meetings (awareness level).
  • Translating findings into priority needs, target groups and geographic focus.
  • Simple situation analysis and problem statements to inform programming and logistics.
  • Focus on awareness-level humanitarian logistics; not a customs, tax or commercial logistics qualification.
  • Emergency supply chain overview: pipeline from donor/supplier → warehouse → distribution point → beneficiary.
  • Key elements: demand estimation, procurement (awareness), transport, warehousing, stock management and last-mile distribution.
  • Use of stock cards, waybills, distribution lists and pipeline reports.
  • Challenges in humanitarian logistics: access, security, infrastructure, bureaucracy and coordination.
  • Working with logistics clusters/working groups and local authorities (awareness).
  • Types of displacement settings: planned camps, spontaneous settlements, collective centres, host communities (awareness).
  • Non-clinical aspects of camp coordination and camp management (CCCM awareness):
  • Site planning awareness (space, access routes, communal areas – non-technical)
  • Basic services overview (shelter, water, sanitation, lighting, information points – awareness)
  • Governance, representation and community participation
  • Mitigating protection risks at site level (e.g., safety, lighting, information, reporting channels – awareness only).
  • Interfaces with technical specialists (shelter, WASH, protection, health – awareness).
  • Landscape of humanitarian actors: government, UN agencies, NGOs, Red Cross/Red Crescent National Societies, community groups, private sector.
  • Awareness-level introduction to cluster/sector coordination approaches (where applicable) and national coordination mechanisms.
  • Working groups, coordination meetings and joint planning platforms.
  • Sharing information, avoiding duplication and identifying gaps.
  • Role of local authorities and communities in coordination.
  • Basic information management (IM) principles: collect only what is needed, keep it safe, use it well.
  • IM tools at awareness level: simple Excel-based databases, 3W/4W (who, what, where, when), maps, dashboards.
  • Visualising data to support decisions on targeting, coverage and prioritisation.
  • Writing short situation updates and operational reports for internal and external stakeholders.
  • Strategies for targeting: geographic, categorical, vulnerability-based (awareness).
  • Planning distributions:
  • Site selection and layout (queues, waiting areas, privacy, safety – awareness)
  • Flow management and crowd considerations (non-tactical, non-policing)
  • Registration and verification basics (awareness level; not an identity management qualification)
  • Recording who received what, when and where (simple distribution tools).
  • Communicating clearly with affected people about what to expect, criteria and feedback options.
  • Accountability to affected people: information, participation, feedback and learning (awareness).
  • Basic feedback and complaints mechanisms (non-investigative, awareness level): suggestion boxes, hotlines, help desks, community focal points.
  • Capturing lessons learned from operations and feeding them into planning.
  • Transition from emergency to early recovery (awareness) and handover to longer-term actors or government programmes.
