The Advanced Professional Certificate in Emergency Operations Centre (EOC) Management &
Multi-Agency Coordination develops higher-level capability to set up, manage and operate an
Emergency Operations Centre and to coordinate information, resources and decision-making across
multiple agencies and stakeholders.
Grounded in recognised incident management and coordination principles (awareness level), the
programme focuses on:
- EOC roles, structures and processes,
- Common operating picture and information management,
- Multi-agency and cross-sector coordination,
- Resource prioritisation and decision support, and
- Documentation, situation reporting and transition to recovery.
This programme does not teach tactical firefighting, police, military or clinical operations, nor does it
confer authority over statutory emergency services. It builds practical, awareness-level competence
to operate an EOC and coordinate with official responders, authorities and partners.

- Complex incidents need organised coordination: As events escalate, on-scene command alone is not enough; an EOC is required to support strategy, logistics, information and liaison.

- Explain the purpose, functions and value of an Emergency Operations Centre (EOC) within wider incident and crisis management structures (awareness level).
- Design a basic EOC structure, including roles, responsibilities and core processes suitable for their organisation or jurisdiction.
- Support the activation, operation and de-activation of an EOC across different incident levels.
- Establish and maintain a common operating picture using information collection, validation, display and reporting tools.
- Facilitate multi-agency coordination, including joint prioritisation, resource allocation and action tracking.
- Produce and contribute to situation reports (SitReps), briefings and decision logs aligned with governance expectations.
- Integrate EOC activities with on-scene command, crisis leadership teams and business continuity functions at awareness level.

Entry Requirements
- Prior involvement in emergency planning, disaster management, HSE, security, operations, business continuity or public administration is strongly recommended.
- Ability to work with plans, maps, status boards, spreadsheets and basic information systems.
- Proficiency in English (or delivery language) sufficient for briefings, documentation, coordination meetings and written reports.
- Completion of a foundation-level course in emergency management, incident command or disaster risk reduction is desirable but not mandatory.

- Managing information overload, uncertainty and conflicting reports.
- Principles of multi-agency coordination: respect for mandates, shared objectives, transparency and compromise.
- Running coordination meetings and briefings: agenda, chairing, time management and documenting outcomes.
- Joint setting of incident objectives and priorities within the EOC’s scope.
- Resource coordination: requests, offers, mutual aid and support (non-contractual awareness).
- EOC planning cycle: collect → analyse → plan → task → monitor → review.
- Developing simple EOC Action Plans with clear tasks, owners and timelines.
