The Advanced Professional Certificate in Airport Emergency, Ramp Incident & Crisis Coordination
(ICAO Annex 14/19 Awareness) equips airport, airline, and ground handling personnel to plan for,
respond to, and coordinate emergencies and serious ramp occurrences in a structured, multi-agency
way. The programme is built around the principles of ICAO Annex 14 (Aerodromes), ICAO Annex 19
(Safety Management), and common airport emergency planning practices, with strong emphasis on
communications, command-and-control, incident documentation, and post-occurrence learning. It is
designed for supervisors and duty staff who must act quickly, protect life and assets, maintain
airport continuity, and report to authorities and airline partners.
Why This Course is Important?
- High-consequence environment: Fires, fuel spills, GSE–aircraft contact, medical events, security alerts, and runway/taxiway incidents demand immediate, coordinated action.
- Regulatory and airline expectations: Airports, GHAs, and airline stations must show that they can activate an Airport Emergency Plan (AEP) and interface with public services.
- Service continuity: Good crisis coordination protects airport operations, reputation, and passenger confidence.
- Cross-team alignment: Everyone on the apron must know who leads, what to report, and how to escalate.
Learning Outcomes

- Explain the purpose and core elements of an Airport Emergency Plan (AEP) in line with ICAO expectations.
- Classify and respond to ramp/incursion/stand incidents (fuel spill, GSE collision, FOD- related damage, medical emergency, fire).
- Activate and operate within an incident command/coordination structure (EOC/Control Room/Gold–Silver–Bronze awareness).
- Coordinate with airline, airport fire & rescue, security, ATC/operations, ambulance, and ground handlers during an event.
- Manage communications and notifications (internal, airline, authority, media/PR awareness) and protect evidence.
- Document the occurrence, capture lessons learned, and feed outcomes back into SMS and training.
- Support business/airside continuity to restore operations safely and quickly.

Entry Requirements
- Prior exposure to airport/airside/ground operations is recommended.
- English for aviation operations (IELTS 5.5 or equivalent suggested).
- Must be able to interpret SOPs, emergency checklists, and basic airport diagrams.

- Immediate actions on scene: cordon, protect life, protect aircraft, notify
- Incident scene safety, PPE, and access control
- Incident Commander / On-Scene Commander (OSC) concept
- Control room/EOC activation; Gold–Silver–Bronze / strategic–tactical–operational awareness
- Interfacing with ATC/airport ops to protect runway/taxiway safety
- Internal notification chains (airport, airline, GHA, authority, ANSP)
- Passenger-facing and terminal communications (coordination with customer services)
- Media/social media awareness – who speaks and what is released
- Documentation: logs, decision records, situation reports (SITREPs)
- Fuel spill response and isolation of ignition sources
- Aircraft/stand fire – airport RFFS interface
- DG/hazardous cargo on apron – awareness and escalation
- Environmental protection and clean-up coordination
- Occurrence/accident/serious incident definitions (ICAO tone)
