Informed by recognised incident command and emergency management principles (awareness
level), the programme focuses on:

  • First moments of an incident (“golden minutes”),
  • Establishing a clear command structure,
  • On-scene coordination between responders, internal teams and external agencies, and
  • Practical decision-making, communication and safety management under pressure.

The emphasis is on non-clinical, non-tactical coordination skills that apply across industrial sites,
campuses, communities, transport hubs, public venues and service providers.

  • Types of emergencies: fire, explosion, spill, structural failure, violence, natural hazard, technical failure (awareness level).
  • Response priorities: life safety, scene safety, incident stabilisation, protection of assets and environment (in that order).
  • Command, control and coordination concepts; avoiding “everyone and no one in charge”.
  • Relationship between site emergency plans, business continuity and crisis management (awareness).
  • Basic incident command system concepts adapted for organisational/site use (non-clinical, non-tactical).

  • Span of control, functional sectors and clear transfer of command.
  • Working with external emergency services’ command structures (awareness).
  • The critical first 5–15 minutes of an incident.
  • “Size-up” and situational awareness: what’s happening, where, who is affected, immediate risks, resources available.
  • Establishing command: announcing command, identifying a safe command post, visibility and authority.
  • Basic scene safety considerations (PPE awareness, exclusion zones, hot/warm/cold concept at awareness level – not tactical instruction).
  • Immediate actions: alarms, evacuation/shelter, call-outs and mustering.
  • Structuring the scene: sectors/areas, tasks and priorities.
  • Coordinating internal teams: security, HSE, maintenance, first aid, floor wardens.
  • Liaising with external responders: reception of emergency services, providing concise situation summaries, supporting their access (awareness level).
  • Communication tools: radios, telephones, runners, checklists and standard message formats.
  • Avoiding rumours, information overload and miscommunication.
  • Human performance under stress: tunnel vision, fatigue, cognitive overload (awareness).
  • Simple decision-support frameworks (e.g. STOP / PACE / OODA at awareness level, non-clinical).
  • Use of checklists, action cards and aide-memoires to support consistent response.
  • Balancing speed and safety; knowing when to pause, reassess and escalate.
  • Importance of incident logs for learning, accountability and legal/insurance defence.
  • What to record: timeline, decisions, actions, communications, resources.
  • Structured handover between Incident Commanders or to higher-level crisis teams.
  • Protecting sensitive information; professionalism in written and verbal communication.
  • Types of exercises: alarm drills, evacuation drills, tabletop simulations, functional and full-scale exercises (awareness).
  • Planning and running simple incident command and coordination exercises.
  • Debriefing: hot debrief, structured debrief, capturing lessons and action points.
  • Feeding lessons into plan updates, training programmes and facility improvements.
