The Certified Disaster, Emergency Management & Resilience Professional (CDEMRP) credential
recognises practical, evidence-based competence across the full resilience cycle – from risk
awareness and preparedness.

Course Overview

Informed by internationally recognised good practice in disaster risk reduction, emergency
management, business continuity and organisational resilience (awareness level), CDEMRP
confirms that the holder can:

Understand and interpret multi-hazard risk in organisational and community settings,
Contribute to structured emergency and incident management arrangements,
Support business continuity and critical service protection, and
Drive learning, improvement and resilience culture over time.
This certification does not replace formal licences or professional qualifications for emergency
services, clinical roles, engineers, security forces or legal practitioners. It is a non-tactical, non-
clinical, non-engineering credential that validates integrated management-level and coordination-
level capability in disaster, emergency management and resilience.

Why This Course is Important?

Risk is systemic and interconnected: Natural hazards, technological incidents, cyber events, supply chain failures and health emergencies can combine and cascade across sectors. Organisations need professionals who can see the whole picture.
Stakeholders expect readiness and continuity: Governments, regulators, accreditation bodies, investors, students, patients and communities assume that major incidents have been anticipated and planned for.

Learning Outcomes

By the end of this programme, participants will be able to:

Interpret multi-hazard risk, vulnerability and impact information at management awareness level and translate it into priorities for preparedness and continuity.
Contribute to the design and operation of emergency and incident management arrangements (plans, roles, information flows, EOC/coordination at awareness level).
Support Business Impact Analysis (BIA), continuity strategy discussions and Business Continuity Plan (BCP) development for critical activities and essential services.
Align and integrate DRR, emergency management, business continuity and organisational resilience into a coherent framework for their organisation or sector (awareness level).
Operate effectively in multi-disciplinary and multi-agency settings, supporting decision-making, documentation, communication and coordination (non-tactical).
Facilitate after-action reviews, capture lessons and translate them into practical improvement plans and resilience roadmaps.
Demonstrate ethical awareness, duty of care, role boundaries and respect for legal/regulatory frameworks at awareness level, knowing when to seek specialist or legal advice.

Entry Requirements

Completion of relevant Whitestone Professional / Advanced Certificates or Diplomas in Disaster, Emergency Management & Resilience with current involvement in related work.
Familiarity with basic risk, emergency or continuity concepts, plan templates and simple tools (e.g. risk matrix, BIA awareness, incident log).
Proficiency in English (or delivery language) sufficient for professional reading, writing, presentations and viva discussion.
CDEMRP does not require tactical response, engineering, cyber-technical or clinical expertise; these remain within the remit of separate, specialised professions and licensing systems.

Module 1 – Integrated Risk, Hazard & Impact Awareness

Reviewing key terminology: hazards, exposure, vulnerability, risk, resilience.
Interpreting risk and impact information at non-technical management level.
Translating organisational/community risk profiles into priority preparedness, continuity and resilience actions.

Module 2 – Emergency & Incident Management Frameworks (Awareness Level)

Roles and structures: incident response teams, emergency plans, EOCs/coordination cells (awareness).
Alerting, escalation, situation reporting and briefings at organisational level.
Interfaces with external responders, regulators and authorities (non-tactical, non-legal).

Module 3 – Business Continuity, Critical Services & Recovery Awareness

Business Impact Analysis (BIA) concepts and dependency awareness.
Continuity strategies at awareness level: premises, people, technology, suppliers, data.
Aligning BCPs with emergency and crisis plans; supporting prioritised recovery of critical activities.

Module 4 – Organisational Resilience & Systems Thinking

Moving beyond isolated plans to integrated, adaptive organisational resilience.
Systems view: interdependencies between functions, sites, suppliers and communities.
Culture, leadership and people factors that support resilience.

Module 5 – Coordination, Communication & Multi-Agency Working

Coordination skills in multi-disciplinary and multi-agency settings.
Internal communication with staff, learners, patients, customers and partners (awareness).
Alignment with strategic communication and leadership messaging (non-media-training level).

Module 6 – Recovery, Learning & Improvement Cycles

Structured recovery at organisational/community level (non-engineering, non-clinical).
Facilitating after-action reviews, debriefs and learning workshops.
Designing realistic improvement plans and resilience roadmaps.

Module 7 – Professional Ethics, Boundaries & Role Clarity

Ethical considerations: duty of care, fairness, proportionality, inclusion (awareness).
Working within legal, regulatory and professional boundaries; knowing when to escalate or seek specialist/legal advice.
Professional identity and ongoing CPD as a resilience practitioner.
