The Professional Diploma in Integrated Emergency Management, Business Continuity &
Organisational Resilience develops advanced capability to prepare for, respond to and recover
from disruptive events in a coordinated, whole-organisation way.

Course Overview

The programme integrates three critical domains at a management and governance awareness
level:

Emergency management – structured preparedness, response and recovery for incidents and crises,
Business continuity – protecting and recovering critical activities and services,
Organisational resilience – building adaptable systems, people and cultures that can withstand and learn from disruption.

It is deliberately non-technical and non-tactical: learners are equipped to design, coordinate and
govern integrated frameworks that bring together HSE, operations, IT, security, facilities, HR,
communications, risk and leadership around a single resilience agenda.

Why This Course is Important?

Risk is unavoidable, but chaos is optional: Organisations face cyber incidents, supply chain failures, utility outages, natural hazards, industrial accidents, health emergencies and reputational crises. Without integration, responses are fragmented and slow.
Stakeholders expect continuity and control: Regulators, customers, students, patients, investors and communities assume that critical services will continue and that leaders have a structured approach to emergencies.
Silos waste capacity: Separate emergency plans, business continuity plans, IT/DR plans and HSE protocols often overlap, conflict or leave gaps. Integrated frameworks save time, reduce confusion and improve outcomes.
Resilience is strategic: Boards and senior leaders increasingly see resilience as a core strategic capability, not just a compliance checkbox.

Learning Outcomes

By the end of this programme, participants will be able to:

Explain key concepts in emergency management, business continuity and organisational resilience, and describe how they complement one another (awareness level).
Contribute to the design or update of an integrated risk, emergency and continuity framework aligned with organisational strategy and governance.
Support risk and impact assessments to identify critical activities, dependencies and plausible emergency scenarios (non-engineering awareness).
Coordinate the development of emergency response plans, Business Continuity Plans (BCPs) and recovery arrangements that are aligned rather than competing.
Assist in designing and operating Emergency Operations Centres (EOCs) or incident management structures at an organisational level (awareness).
Integrate resilience considerations into operations, HSE, IT/DR, facilities, HR, supply chain and communications.
Plan and support training, exercises and simulations that test and improve multi- department readiness.
Lead or support after-action reviews, lessons learned and continuous improvement cycles for the organisation’s resilience programme.

Entry Requirements

Experience in HSE, risk, emergency planning, operations, IT, business continuity, security, facilities or management is recommended.
Ability to work with basic process maps, risk matrices, BIA-style tools and plan templates.
Proficiency in English (or delivery language) for case analysis, discussion and written assignments.
Prior completion of a foundation or advanced certificate in emergency management, business continuity, HSE or risk is beneficial but not mandatory.

Programme Structure & Modules

Module 1 – Integrated Resilience: Concepts, Language & Frameworks

Key terminology at awareness level:
Risk management, emergency management, crisis management, business continuity, disaster recovery, organisational resilience.
Why integration is needed: failures of siloed approaches.
High-level overview of recognised good practice for BCM and resilience (awareness of standards and guidance; no certification prep).
Building an organisational resilience framework: policies, roles, layers and linkages.

Module 2 – Risk, Impact & Dependency Assessment (Non-Technical Awareness)

Focus on management-level tools, not engineering or complex quantitative modelling.
Hazard, threat and incident typologies relevant to organisations (awareness).
Basic risk assessment approaches (likelihood–impact matrices, scenario thinking, bow-tie concepts at awareness level).
Business Impact Analysis (BIA) concepts:
Identifying products/services, critical activities, dependencies and resources,
Understanding time-sensitivity of activities (RTO concept, at awareness level).
Mapping internal and external dependencies: people, premises, technology, information, suppliers and partners.

Module 3 – Emergency Preparedness, Plans & On-the-Day Response (Awareness)

Elements of an Emergency Management Plan at organisational/site level:
Triggers and alerting,
Initial assessment and decision-making,
Roles and structures (incident manager, response teams),
Immediate life safety, evacuation/shelter, initial communication.
Relationship between emergency response, EOC and incident control (awareness; no tactical command training).
Coordination with external responders (e.g. fire, police, medical, regulator) at awareness level.
Documentation: checklists, action cards, log-keeping and situation reports.

Module 4 – Business Continuity Planning & Recovery of Critical Activities

Purpose and scope of Business Continuity Plans (BCPs).
Using BIA outputs to prioritise continuity strategies and arrangements.
Basic continuity options at management awareness level:
Alternate sites, remote work, manual workarounds, cross-training, supplier alternatives, inventory strategies.
Drafting and maintaining BCPs aligned with emergency and crisis plans (not competing documents).
Integrating continuity planning with IT/DR, data backup and cyber incident response awareness (no technical detail).

Module 5 – Organisational Resilience: People, Culture & Systems

Moving beyond plans: resilience as adaptive capacity in people, processes and systems.
Culture and behaviours that support resilience: learning, openness, psychological safety, just culture (awareness).
People aspects:
Role clarity and cross-training,
Leadership presence,
Staff wellbeing during long-running incidents.
Systems thinking: understanding interdependencies and feedback loops within the organisation.
Links with ESG, sustainability, HSE and quality management at awareness level.

Module 6 – EOCs, Crisis Teams & Cross-Functional Coordination (Awareness Level)

Role and basic operating principles of an Emergency Operations Centre (EOC) or central coordination cell.
Interfaces between:
EOC / crisis team,
Site-level response,
IT/DR teams,
Business continuity teams,
Corporate leadership and communications.
Information management at awareness level:
Situation reports, dashboards, action tracking, decision logs.
Practical tools: incident boards, briefing cycles, objectives–actions–owners–timelines.

Module 7 – Training, Exercises & Assurance for Integrated Resilience

Types of exercises and drills:
Call-out tests, document reviews, table-top exercises, functional tests, simulations (conceptual).
Designing integrated exercises that test emergency response, continuity measures and leadership decisions together.
Building annual training and exercise plans: different audiences, complexity levels and scenarios.
Using exercise and incident findings to update plans, training, governance and resource allocation.
Basic assurance concepts: internal audit, review cycles, management reporting (awareness).

Module 8 – Governance, Continuous Improvement & Strategic Roadmap

Governance roles:
Executive sponsors, risk/resilience committees, audit/compliance functions.
Policy, framework and documentation hierarchy for integrated resilience.
Linking resilience activities to risk registers, KPIs/KRIs and strategic objectives.
Designing a resilience maturity roadmap: short-, medium- and long-term improvements.
Securing buy-in: making the business case for investment in resilience (without providing financial advice).
