develops advanced, practice-oriented capability to reduce risk, adapt to climate impacts and
strengthen resilience at local, organisational and city/regional levels.

Drawing on internationally recognised disaster risk reduction and climate adaptation concepts (at
awareness level, not a legal or engineering qualification), the programme integrates:

  • Risk and vulnerability assessment for multi-hazard environments,
  • Climate risk and adaptation planning,
  • Community-based DRR and locally led resilience,
  • Urban/territorial resilience and critical services awareness, and
  • Governance, partnerships, monitoring and learning for long-term impact.

The focus is strongly practical and non-political: participants are equipped with tools they can apply
in municipalities, NGOs, community organisations, education, health, utilities, corporate risk and
HSE/BCM functions.

  • Types of hazards: hydro-meteorological, geological, technological and biological (awareness).
  • How climate change is shifting hazard patterns and intensities (awareness).
  • Risk drivers: poverty, inequality, governance gaps, environmental degradation, rapid/unplanned urbanisation.
  • The case for risk-informed development and investment.
  • Focus on participatory and management-level tools – not detailed engineering design or complex modelling.
  • Basic steps of a risk assessment: context definition, hazard identification, exposure mapping, vulnerability analysis and risk characterisation.
  • Tools at non-technical level:
  • Simple hazard and exposure mapping (using existing data, sketch mapping and basic GIS awareness),
  • Seasonal calendars, historical timelines,
  • Community risk ranking and scoring.
  • Considering social groups, livelihoods, gender, age, disability and marginalised communities.
  • Translating assessment outputs into priorities and problem statements for planning.
  • Climate hazards and slow-onset changes (awareness).
  • Identifying climate-sensitive sectors: water, agriculture, health, infrastructure, coastal zones, urban systems (awareness).

  • Livelihoods, small businesses and informal workers,
