The diploma introduces key concepts in risk, vulnerability, resilience, emergency planning, incident coordination, communication, logistics, and recovery support, with a strong focus on practical, non-clinical, non-technical management and coordination skills.

Course Overview

The Whitestone International Diploma in Disaster and Emergency Management is a 12-month vocational programme designed to provide a structured, multi-hazard foundation in how organisations and communities prepare for, respond to, and recover from emergencies and disasters.

The diploma introduces key concepts in risk, vulnerability, resilience, emergency planning, incident coordination, communication, logistics, and recovery support, with a strong focus on practical, non-clinical, non-technical management and coordination skills. It is designed for individuals who contribute to organisational preparedness, emergency response arrangements, and continuity of essential services, rather than for specialist tactical responders.

Learners will explore the disaster management cycle (prevention/mitigation, preparedness, response, and recovery), the roles of government, agencies, NGOs, private sector, and communities, and the importance of clear plans, trained people, and coordinated actions. Emphasis is placed on scenario-based thinking, coordination, communication, and responsible decision support, not on advanced engineering, medical, or search-and-rescue techniques.

By the end of the programme, participants will be able to support emergency planning processes, exercises, basic operations room activities, and post-incident review work within their organisations or jurisdictions.

This diploma is vocational and non-regulated. It does not qualify learners as firefighters, paramedics, engineers, or specialist responders, and does not replace any legally mandated emergency management or civil protection training frameworks.

  • Biological/public health (e.g. disease outbreaks – non-clinical awareness).
  • Human-induced and social hazards (e.g. crowd emergencies, certain security-related events – treated generically).
  • Understanding how social, economic, and environmental factors influence disaster risk.
  • The importance of risk assessment and risk-informed planning at a vocational, non-engineering level.
  • The concept of resilient communities and resilient organisations.
  • The disaster management cycle: prevention/mitigation, preparedness, response, and recovery – interconnections and feedback.
  • Components of emergency preparedness:

  • Basic roles in an incident coordination environment: coordination support, logging, communications, information display, and liaison support.
  • Principles of information management: collecting, verifying, summarising, and sharing information in time-pressured situations.
  • Supporting decision-making processes through timely information, situation reports, and basic action tracking at a vocational level.
  • The role of logistics and resource management in effective emergency response.
  • Basic awareness of resource identification, allocation, staging, and tracking, at a non-technical level.
  • Maintaining continuity of essential services (e.g. power, water, communications, health, education) at a conceptual level, and links to business continuity planning.
  • Introduction to humanitarian and relief support concepts: shelter, water and sanitation, basic non-food item distribution, and protection principles (awareness only).
  • Coordination and collaboration with NGOs, community groups, and voluntary agencies supporting affected populations.
  • Principles of clear, honest, and timely communication before, during, and after emergencies.
  • Awareness-level understanding of public information and warning approaches (non-jurisdictional): channels, clarity, and avoiding misinformation.
  • Supporting community engagement: working with local leaders, organisations, and volunteers in preparedness and recovery activities.
  • Media awareness: how media interest arises during disasters and the need for coordinated, responsible communication (without training as a spokesperson).
  • Considering the needs of vulnerable groups in communication and engagement (e.g. language, accessibility, and cultural considerations).
  • Understanding that recovery is multi-dimensional: physical reconstruction, social recovery, livelihoods, psychosocial support (awareness level).
  • The importance of post-incident reviews, debriefings, and lessons-learned processes to improve future preparedness and response.
  • Ethical principles in disaster and emergency management: impartiality, respect for dignity, do-no-harm, accountability, and transparency.
  • Personal and team resilience: recognising stress, fatigue, and emotional impact, and the value of support mechanisms.

  • Reflective pieces on personal development, teamwork, and ethical considerations in disaster and emergency work.
  • Final Capstone Project: integrated emergency preparedness and response improvement plan, including written documentation and/or presentation.


To obtain the diploma, learners must successfully complete all module assessments and the capstone project in accordance with Whitestone’s academic standards.
